The Dow-Jones Transportation Average closed above previous highs, while the Dow-Jones Industrial Average (13,596.02) tested but failed to close above its October 5, 2012, closing high at 13,610.15, thereby demonstrating non confirmation and bearish divergence.

Utilities stock sector ETF Relative Strength Ratio (XLK/SPY) fell below its lows of the previous 20 months, again confirming its systematically bearish major trend.

VIX Fear Index collapsed to 13.16 from 23.23 on 12/28/12. This indicates a shift to bullish complacency from worried concern.

U.S. Treasury Inflation Protected / U.S. Treasury 7-10 Year ETFs Relative Strength Ratio (TIP/IEF) turned systematically bullish on 1/17/13 when it whipsawed back above its 50-day SMA. TIP/IEF rose above its 200-day SMA on 9/27/12, and the 50-day SMA rose above the 200-day SMA on 10/10/12.

The S&P 500 (SPX: 1,480.94 ) rose 8.31 points or 0.56% on Thursday to its highest level in 5 years. NYSE trading volume rose 19% to a level that was 13% above its 200-day SMA.

The Art of Contrary Thinking calls for questioning popular optimism. Investor sentiment data indicated alarming degrees of optimism and bullish complacency in recent weeks, matching or exceeding extremes in September, 2012, when many stock price indexes hit peaks and reversed to the downside. Elevated levels of optimism are bearish because when the majority is extremely bullish, investors are already fully invested in the market. Once everyone who is going to buy has already bought, stocks are vulnerable to a downside shakeout. The pendulum of emotion tends to swing too far in one direction, but the market mood always reverts to the mean.
